Matthew Henry's Consice Commentary (MHCC) issues

When investigating And Bible issue https://github.com/AndBible/and-bible/issues/732, we observed the following issue in MHCC commentary:

> Ps 11-16 have nothing in MHCC commentary, but from Ps 11 to Ps 17, each chapter on verse 0 shows chapter commentary for chapter 17 (e.g. 11.0, 12.0, 13.0, up to 17.0 all show exactly same, but should be only showing when on 17.0)

It's probable that the content from in those chapters (Ps 11-17) is missing (not sure if there should be content or not).
