Improve JSword Logging

The o.c.c.util.LogConfig class is not used.
The o.c.c.util.Logger class needs to be:

• configurable by each application. (Request for AlKitab)
• low impact if the minimum log level is higher than the level of the message. (Request for STEP)
• allow for the deferment of building of log messages. (Request for STEP)
• allow for alternate implementation. (Request for AndBible)

Some of these have already been raised in Jira. Some are in process. This is meant to track all the changes.
