Discovered using IMP dump of the module.
Description
WLC module version 1.9 contains 531 note elements for which there is no text enclosed between <note ...> and </note>.
These are all of the form:
<note type="x-textual" xml:lang="en"></note>
Each note location corresponds to a note item in the source text, but the content has been lost during the conversion from Tanach XML to OSIS.
